    ISSC Safety Alert - Testing of connections to low voltage electricity networks

    What is Happening?

    The NSW Industry Safety Steering Committee (ISSC) is a body established by the Minister for Energy to identify opportunities for, and take appropriate actions to, facilitate prompt and effective resolution of safety issues relating to the electricity networks.

    The ISSC has developed a safety alert to reinforce the need for polarity and neutral integrity testing for workers performing service work on the low voltage network. This alert outlines the minimum testing procedures and specific control measures that should be undertaken.

    Draft Price Schedule for Ancillary Network Services 2019-24

    Background

    Essential Energy recently received the Australian Energy Regulator (AER) Final Distribution Determination for Ancillary Network Services covering the 2019-24 Regulatory Control Period (RCP). This determination regulates the pricing structure for Essential Energy to provide services to external customers.

    What does this mean for you?

    From 1 July 2019, Essential Energy will implement approved Ancillary Network Services as per the AER’s determination.

    To help you understand any changes in services and charges, we have developed supporting information and application guidelines by ASP level. These documents will be located on Essential Energy’s Document Library.

    Please note, however, that throughout the 2019-24 RCP, Essential Energy may introduce several new regulatory services in targeted areas, based on external feedback, statutory changes and to better reflect the way services are provided.

    Additionally, implementation of the AER’s determination by Essential Energy from 1 July 2019 will incur CPI and other cost increases each year until 30 June 2024. ASPs should review service and price changes when preparing quotations for future work.

    Reminder - Authorising your connection

    What is happening?

    Essential Energy has seen an increase in the volume of connections and connection applications that are late or missing the required documentation, particularly for smart meter new connections.
    This aligns to Section 68 of the Electricity Supply Act 1995 which states that it is an offence to connect an electrical installation to Essential Energy’s network unless authorised to do so.

    What do you need to do?

    1. As per the NSW Service and installation rules; the following paperwork is required in a timely manner by Essential Energy to authorise your connection:

    Safety Alert - Ausgrid Power Line Worker Fatality

    What is Happening?

    On Tuesday 2 April, an Ausgrid power line worker, who was performing live low voltage maintenance work at Lane Cove in Sydney, received a serious electric shock. The work crew on site performed immediate first aid until medical help arrived and he was transported to hospital.
    It was with great sadness we were informed yesterday the employee had died from the injuries sustained.

    Effective immediately and until further notice temporary restrictions are in place for all live low voltage pole and / or low voltage cross arm replacements involving open wire exposed conductors.

    Safety Brief SB-839 Nifty Lift Sub Frame Cracking

    What is Happening?

    During recent major inspections Mobile Elevated Work Platform (MEWP), manufacturer Nifty Lift identified cracking along the turret box/pedestal to subframe weld on two units. The units were not owned by Essential Energy but operated in a similar environment.

    The cracking had not been detected during routine inspections.

    On Monday 18 February the manufacturer issued advice that the turret box to subframe weld should be inspected as part of the quarterly inspections on NL170RKT and NL180RKT model MEWPs.

    The manufacturer also recommended that equipment owners conduct an out of cycle inspection, to ensure that no undetected cracking in this section has occurred.

    Defecting Frequency Injection Relays (FIR's)

    What is happening?

    It has been identified where Accredited Service Providers (ASP’s) are submitting a Notice of Service Work (NOSW’s) stating they have installed a Frequency Injection Relay (FIR) and that it needs to be programmed. A Work Instruction (WI) is then generated instructing the local depot to complete the programming. On attending the job, they are finding the FIR and/or Meter has not been installed therefore the programming cannot be completed.

    Action:

    • Where a NOSW is received by Essential Energy, advising a FIR has been installed and requires programming, upon a site visit if it is identified that the Meter or FIR is not installed a defect letter will be generated against the defect.
    • ASP’s are reminded to not submit NOSW’s if the work has not been performed.

    Impact:

    • Controlled load tariffs that have been applied incorrectly to a site without an external FIR fitted will be altered to a non-controlled load tariff. This will have a downstream effect on the customer with respect to invoicing & monetary amounts as the NMI is not eligible to receive controlled load rates.

    SafeWork NSW Safety Alert – Working Live

    SafeWork NSW has released a safety alert on the Dangers of working on or near energised (live) electrical equipment.

    This safety alert reminds electrical workers of the hazards associated with working on or near energised (live) electrical equipment. These hazards include electric shock, arc flash explosion and fire.
