    Broadcast - Design Certification Update

Renewal and Refurbishment of existing timber crossarms

To prevent delays to construction of projects and unnecessary re-certification of projects the following advice is provided regarding the criteria for replacing existing timber crossarms.
Where the project has been certified and the requirement for the replacement of existing timber crossarms has been identified by the Level 3 ASP (and detailed within the construction plan), it is important that the Level 1 ASP identify this requirement on the construction plan and ensure that the appropriate materials and equipment are on site.
Timber termination and through strain crossarms are to be replaced with composite fibre crossarms wherever possible, timber pin crossarms are to be replaced with composite fibre crossarms where assessed as necessary (by the L3 ASP) or where the pin insulators must be replaced.

    Additions to the document library

To assist with Level 3 ASP design submissions, files which were developed as part of the recent revision of CEOM7001 will be zipped and added to the external Document Library labelled 'Level 3 ASP Design Submission Files'.
The files consist of the symbology which contains many of the cells and line styles, a drawing checklist which relates to the construction drawing requirements, and the cell library files which are utilised with Essential Energy Micro-station preferences.
As Essential Energy uses Micro Station as our Distribution Design drawing package the cell library files being provided will only be in Micro Station format.
The drawing examples contained within CEOM7001 are also in the process of being finalised to be added to the document library but at this stage will only be provided in Micro-station format.

Increase in design temperature to 100 degrees and timeframe for compliance

Recent changes have been made to the overhead design manual CEOM7097 to increase the required design temperature from 90 degrees to 100 degrees.
In addition to the background already provided within the Construction News, the change to the design temperature has been made to effectively compensate for appropriate creep within design rather than in construction. Over tensioning conductors in the construction phase has been found to potentially over stress supporting structures and mis-interpretation of stringing charts.
The new requirement will enable creep temperature compensation to be utilised within the design phase and allow for a single design safety and creep compensation figure, this removes the need for conductors to be over tensioned at site to compensate for conductor creep.
The timeframe to implement the changes to design temperature should be incorporated as soon as practical into new design submissions. The final date for compliance with the new design temperature will be 30 March 2019.

Utilisation of cadastral data provided by Essential Energy

Producing construction plans requires the use of cadastral data, this can be obtained by request directly from Essential Energy’s website - https://www.essentialenergy.com.au/our-network/overhead-network-maps
When using cadastral data supplied either by Essential Energy or other source, it is important that this data is setup within the construction plan correctly to enable the information to be referenced back into Essential Energy’s GIS.
Setting the drawing up with the cadastral data in the correct spatial location should be done as part of every drawing creation and will greatly assist the asset closeout team, attached to this communication is an instruction sheet to assist and further explain the requirement. Instructions have been provided in both MicroStation and AutoCAD format.

Statement of Business Ethics and Code of Conduct

    supporting image

Essential Energy values and enjoys strong business relationships with its many suppliers. These relationships are founded on a shared commitment to conduct business according to the highest ethical standards and complying with all relevant laws and regulations.

Our employees are governed under the Essential Energy Code of Conduct and our relationship with ASPs, contractors and suppliers are governed under the Statement of Business Ethics.
To help provide clarity in upholding these ethical standards, Essential Energy operates a ‘no gifts’ policy across the business. This means that our employees cannot receive a gift from a third party under any circumstances.

This policy can be challenging for suppliers and employees alike, as the gifts are usually intended as a token of genuine appreciation.

Put simply, saying thanks is enough. We really appreciate your support and feedback and ask that you refrain from offering any gifts that might jeopardise either your own or our employees’ integrity.
Additional information on Essential Energy's Code of Conduct and our ‘no gifts’ policy is available on our website.

    What is happening?

As a result of changes in NSW Land Registry Services, and in an effort to improve our services, Essential Energy has recently amended the following documents:

    Easement Requirements CEOP8046

This Policy has now been amended to correct minor formatting and to provide:

    1. As a result of changes in NSW Land Registry Services, and in an effort to improve our services, Essential Energy has recently amended the following documents:
    2. Where no electrical work is required, a Surveyor may sign Operational Form CEOF9091 Easements: Advice for Suitability of Easement Documentation. A Surveyor is also now defined.
    3. Requirements for easements in Western Lands Leases.
    4. Requirements for easements in National Parks.
    5. Update to the Power of Attorney details.
    6. Easement documents may be submitted to Essential Energy prior to being signed by the Landowner (at Essential Energy’s discretion).

    Suitability of Easement Documentation CEOF9091

A requirement for the correct submission of easement documentation to Essential Energy is the completion of Operational Form CEOF9091 Easements: Advice for Suitability of Easement Documentation (CEOF9091).

This document must be filled in and submitted by the customer’s chosen Level 3 Accredited Service Provider (ASP) together with any easement documentation requested to be executed/signed by Essential Energy.

To avoid unnecessary delays and assist with Essential Energy efficiently processing easement documentation, CEOF9091 should be provided with the easement documentation.

CEOF9091 should only be provided by the ASP responsible for producing the design for a contestable works project. In circumstances where a Level 3 ASP is not producing a design drawing, it may be acceptable for a Registered Surveyor to complete the document (at the discretion of Essential Energy).

For further advice, please refer to the ASP Broadcast previously issued in October 2017 and Essential Energy’s Easement Requirements policy CEOP8046.

Advice of Creation of Easement CEOF9090

Following registration of the easement, Essential Energy requires Operational Form CEOF9090 Creation of Easement: Solicitor/Licensed Conveyancer’s Advice to be provided including supporting documents, being a copy of:

    • the title search showing the registered easement;
    • registered dealing creating the easement; and
    • registered plan.

CEOF9090 has been amended and updated to allow the form to be completed by any person rather than being limited to a Solicitor or Licenced Conveyancer.

Creation of Easements: For Services CEOF6496

Minor amendments to this Operational Form have been made to reflect the change of name from Land and Property Information NSW to Land Registry Services.

Creation of Easement: Customer and Landowner Deeds CEOF6274 a to e

In addition to minor formatting changes, Annexure C, Confirmation of Instructions has been amended to allow for the electronic or manual lodgement of caveats.

Where applicable, an example letter requesting a bank guarantee and detailing Essential Energy’s requirements is now an annexure to the Deeds. The relevant clause detailing the requirement for a bank guarantee now also includes the information required on the bank guarantee.

    Easement Releases

Additional approvals are required to release easements in favour of Essential Energy or its predecessors.
To avoid delays, it is recommended requests for releases are identified early and submitted as soon as possible. Essential Energy will accept release requests prior to receiving formal release documents such as Section 88B Instruments or LRS form 20ECE Cancellation or Extinguishment of an Easement.
A request for release of easement form should be completed and submitted to conveyancingteam@essentialenergy.com.au

Please be aware that easement release requests will require additional documentation to be presented including but not limited to the title search of the affected lot; the registered easement dealing together with the registered plan. The application form and an Information Sheet are now available on Essential Energy’s Document Library under the category of Easements.

When will the changes be implemented?

Essential Energy will continue to accept the current versions of the above forms up to and including 31 December 2018. The new forms will be available from September 2018.

What do you need to do?
