Safety Brief CEOP2377 Equipotential and Personal Protective Bonding Issue 6
What is happening?
The Electrical Safety Office recently completed a review of Operational Procedure: CEOP2377 Equipotential and Personal Protective Bonding.
Updates now incorporate the recent amendments made to CEOP8030 Electrical Safety Rules and other feedback received from within the business.
Details of these updates are listed within section 7.0 of CEOP2377 issue 6, now available on Essential Energy’s Document Library.

Impacts to processing of Contestable Work due to Corona Virus (COVID-19)
What is Happening?
As an organisation delivering critical services to communities across NSW and employing thousands of people across the State, it is crucial for rural, regional and remote NSW that Essential Energy responds effectively to COVID-19.
Essential Energy has enacted its Pandemic Management Plan and established a Pandemic Preparedness Team (PPT) to proactively manage our organisational response.
In line with our Pandemic Management Plan, the objectives guiding Essential Energy’s ongoing response are to:
- Protect the health and wellbeing of Essential Energy employees, contractors, suppliers and the community;
- Minimise the risk of Essential Energy being a source of infection for employees and the broader community; and
- Reduce the risk of operational disruption to Essential Energy and Essential Water.
To ensure appropriate social distancing is maintained many of Essential Energy’s employees are working from home, where operationally possible, this includes members of the Asset Management and Engineering division.
The Design and Certification team will be transitioning to working from home over the coming days. Throughout the next few weeks, as we continue to implement our measures to help prevent the spread of COVID-19, we ask you to please correspond with the individual team members via the group email address contestableworks@essentialenergy.com.au, or, directly with the team via their individual email.
The Contestable Connections team are also beginning to work from home and should be contacted via their individual email.
At this stage the Technical Enquiries team remain available via phone on the enquiries number.
We assure you that the team will be doing their best to ensure there is minimal impact on Contestable Works, and will continue to keep you updated on any further changes as the pandemic continues.

Update to Essential Energy Easement documentation
What is happening?
Essential Energy have updated our Easement Documentation, which are available on the document library, all new documentation must be used from 1 May 2020.
What has changed?
The Submission of Easement Documentation CEOF9091 form has been amended as follows:
- CEOF9091 was previously Easements: Advice for Suitability of Easement Documentation, it is now called Submission of Easement Documents
- The form may now be submitted by the Customer or any of the Customer’s representatives with the easement documents.
- Amended to include an acknowledgement that costs will be incurred by submitting the easement documents. The party submitting the form will be responsible for the costs if the Customer does not pay them.
- The checklists previously attached to the form have been removed and are now available on our website Easements. Rather than completing the checklist the submission of the form will be taken to confirm the documents comply with the items in the checklist.
Alternative to Bank Guarantee in exceptional circumstances
Recognising that in some instances Customers are unable to obtain a Bank Guarantee in accordance with Essential Energy’s requirements, Essential Energy has developed an alternative allowing cash to be provided instead. In the alternative, a Stakeholder Deed can be used to enable the funds (equivalent to the Bank Guarantee amount) to be held in the trust account of Essential Energy’s Solicitor. This option will only be available in exceptional circumstances and is likely to be more expensive then the Bank Guarantee. The Customer will be responsible for all costs in connection with the Stakeholder Deed.
Information Sheet – Creation of Easement Deeds CEOF6274a
Has been amended to include provision for a Stakeholder Deed and to amend the CEOF9091 requirements.
Customer Deeds CEOF6274b and CEOF6274d
Have been amended to include provision for a Stakeholder Deed.
The Easement Requirements CEOP8046 has been amended as follows:
- includes the CEOF9091 requirements
- include provision for Section 138 Roads consent over Crown roads
- requires Essential Energy approval to encroachments on statutory easements
- expand and update the requirements for State Forests.
When will the changes be implemented?
Essential Energy will continue to accept the current versions of the above forms up to and including 30 April 2020. You can start using the new forms immediately.

FYI Phishing Emails
What is happening
Last week one of Essential Energy’s mailing lists was targeted by a phishing email with a PDF link that was malware. We would like to remind our ASP partners to be vigilant for these emails and maintain your cyber security.
A phishing email is a fraudulent attempt to obtain your sensitive information by a sender disguising themselves as a trustworthy entity.
If you receive a phishing email please take the following actions:
- Delete the email
- Do not open it and do not click on any links
- If you click on a suspicious link, we recommend you change all your passwords
- Do not forward the email

Deadends 7/3.00 AAAC Supplier Removed from the Approved Materials List
Essential Energy catalogue number 278010 – Deadends 7/3.00 AAAC one supplier has been removed from the approved materials list for safety reasons and must not be used on the network.
A new version of the approved material list was published on 30 January 2020.

Safety Brief 892 - Ongoing Works in Fire Affected Grounds
What is Happening?
As Essential Energy’s response to the bushfire events across the state continue, we are seeing a number of potentially hazardous situations present themselves to those working on the Essential Energy network.
Safety Brief 892 – Ongoing Works in Fire Affected Grounds is being shared for your information and can be accessed from Essential Energy’s Document Library or Essential Engagement/ASP Engagement.
During this Bushfire time we ask you to:
- Contact your local Network Assurance Facilitator or Essential Energy contact before doing work on or near our network. Where network supply is not available to conduct testing these premises are to be left disconnected and secured with a danger tag. Contact your local Essential Energy representative to co-ordinate connection when the network supply is restored.
- Remember our network is in an abnormal state and ensure that you put your safety first. Be on the lookout for temporary generation connections that may be back-energising installations.
- That all ASPs are only allowed to undertake work on or near the network that they are accredited and authorised to perform (eg only overhead authorised ASPs are to perform overhead service works).

Photometric Data Files for Essential Energy LED Streetlights
The Essential Energy Photometric data files for Standard LED Streetlights,which are used to analyse luminaire photometry and can be used when performing streetlight analysis for contestable works projects, are now available on the Document Library.

Cable Covers (Tiger Tails) and Fault & Emergency Work
What is Happening?There have been several instances recently where Level 2 ASPs, or in some cases unauthorised trade contractors, have fitted cable covers (tiger tails) to energised overhead service lines.As a result of further investigation, it has been identified that confusion exists as to who is authorised to undertake this task. The WorkCover Code of Practice (CoP): Work Near Overhead Power lines provides direction in relation to the implementation of control measures for unauthorised persons working near low voltage overhead service lines.Consideration should be given to Eliminating the hazard by deenergising the supply for the duration of the work, and where there is a danger of physical damage to the overhead service its temporary removal. Where this is not practicable, separating the hazard from the worksite may be achieved through the installation of insulating matting and tiger tails at the point of attachment.Essential Energy’s responseCable covers must only be fitted to energised service lines for the purposes of adherence to the CoP by electrically qualified Essential Energy authorised employees. ASPs and contractors are not authorised to carry out these tasks as this is not classified as Contestable Work, unless working on behalf of Essential Energy under the conditions of a contract can these be installed.A Level 2 ASP can however, de-energise and remove a service line for the duration of the proposed works, or fit cable covers on a deenergised service line for mechanical protection and visual indication so long as the covers are removed prior to the installation being reenergised.When de-energising a service line, the service connections at the Point of Common Coupling must always be disconnected and made safe. The service line should then be visually assessed to determine its condition. If it is not of sound condition or there are other factors preventing the service removal. The disconnected service is to remain in situ and covered with insulating matting and tiger tails for visual awareness and mechanical protection. Special attention should also be paid to protecting the consumer mains at the Point of Attachment.If the service line is deemed to be in sound condition, and providing it is firstly disconnected at the Point of Common Coupling, then disconnect the connections at the Point of Attachment, remove the service from the attachment, and carefully roll up.The completely disconnected service can then be secured where practicable to the non-trafficable side of the distribution pole or private pole at a minimum height of 4.6m. If this is not practicable or introduces other hazards, then the service should be removed and stored in a secure location ensuring no physical damage to the service is sustained.Before re-energising, precautions must be taken to ensure that the service and electrical installation are in a state suitable for energisation and that all required testing (e.g. insulation resistance, polarity, neutral integrity and phase rotation) has been satisfactorily completed.We would also like to remind ASPs are not to undertake any fault and emergency work on Essential Energy assets including services.What do you need to do?- All concerns should be directed to the Essential Energy Supply and Interruptions group on 13 20 80

Christmas and New Year Planned Outages & Contestable Works
What is Happening?To minimise the disruption to customers during the Christmas / New Year period, no planned interruptions with a customer impact will be scheduled from 20 December 2019 to 5 January 2020.Also Contestable Works will be closed during the same period with business resuming as normal from 6th January 2020.What do you need to do?- Review your planned interruption schedule for the dates above and work with your nominated Local Depot Switching Resource to reschedule where required
- Minimal processing of emails/documentation or Asset Labels will occur from Contestable Works mailbox during the above mentioned period
