    Conditions of entering into an Electrical Station

    What is Happening?

    Currently only Essential Energy employees are authorised for Entry or instruct into an Electrical Station.

    To enter an electrical station a person must be authorised for entry or accompanied by a person who is authorised for supervision for the type of electrical station or under access permit conditions.

    Work performed under a pad mount sub in a foundation, basement or culvert is classified as entry into an electrical station.

    There are two conditions an Authorised Service Provider (ASP) can enter (work under) an electrical station connected to Essential Energy’s network/system:

    1. under instruction by an Essential Energy person authorised under supervision for the type of electrical station or
    2. under Access permit conditions (a form of authorisation)

    CEOP8030 Electrical Safety Rules Extracts:

    Access Permit: a form of authorisation which allows access to work on or near, or to test electrical apparatus.

    Electrical Station: any enclosed substation or switching station whether of the indoor, outdoor or underground type.

    Section 9 - Work in Electrical Stations
    9.1 Qualifications and Training

    A person must not enter an electrical station unless they are:

    1. Authorised in accordance with procedure CEOP2065 – Authorisation, or
    2. Are accompanied by a person who is authorised for supervision for the type of electrical station and have received clear instructions pertaining to the site including the specific sections they can enter, existing dangers and the precautions that must be observed.

    Connection Application Charges Clarification

    Background

    From 1 July 2019, Essential Energy implemented Ancillary Network Services charges in line with the Australian Energy Regulator’s 2019-24 determination. Since then we have received numerous enquiries regarding our connection application validation and approval charges.

    To clarify, listed below is a detailed explanation of the different types of connection offers and charges for the current financial year 2019-20 relating to connection application:

    Basic Connection Offer - $26.18 (excl GST)

    • Urban and Commercial loads of <=100 amps single phase connection or <=63 amps three phase connection (LV) with no augmentation to the network
    • Embedded Generator with <=3kW system for Rural customers and <=5kW system for Urban customers with no augmentation to the LV network

    Basic + Technical Connection Offer - $117.83 (excl GST)

    • All other LV loads not requiring an augmentation to the network and will require technical enquiries and/or planning review before approval
    • Embedded Generator with <3kW Rural, <5kW Urban and <=30kW system with no augmentation to the LV network and will require technical enquiries and/or planning review before approval

    Standard Connection Offer - $157.11 (excl GST)

    • LV Standard Connection Service – Any service that does not meet the requirements of the LV Basic Connection Service
    • Embedded Generator with <=30kW system with augmentation to the LV network

    Maclean Power items on Approved Materials List

    Background

    In late April 2019, Maclean Power decided to close all local supply operations to Essential Energy. Its representatives advised that they were willing to accept orders for 200+ items Essential Energy had on contracts/supply arrangements up until 17 May 2019 (effectively providing three weeks’ notice), after which no Accredited Service Provider or Essential Energy could order those items from Maclean Power. To fulfil delivery of goods ordered by 17 May 2019, Maclean Power would remain open until 30 August 2019, but it would cease to be an entity and no deliveries would be made after that date.

    Maclean Power representatives also initially advised, and subsequently confirmed, that these items could not be sourced from a local dealer.

    Since Essential Energy and Accredited Service Providers were unable to place orders with Maclean Power from 17 May 2019, it was removed from our Approved Materials List (AML) on 8 August 2019.

    Change of Position

    On 31 August 2019, Maclean Power sent Essential Energy a letter stating that it had partnered with The Energy Network (TEN) to continue to supply the items it had previously provided into Australia.

    TEN approached us, asking for all Maclean Power items to be reinstated to the AML.

    Next Step

    Given the unforeseen circumstances above, Essential Energy will formally reinstate the majority of Maclean Power items in the next version (Version 48) of the AML. In the interim, Accredited Service Providers can proceed subject to the below, on the basis that Maclean Power products are approved products for use on Essential Energy’s network.

    It is important to note, however, that the 20 items listed below will not be approved for future use on Essential Energy’s network. Accredited Service Providers are granted a 12-month grace period from 11 September 2019 to exhaust stocks of these 20 items:

    Accredited Service Providers are advised that the above Maclean Power products must not be installed on Essential Energy’s network after 11 September 2020. Where stocks of these materials manufactured by Maclean Power are held it may be pertinent to use them prior to other manufacturers stock prior to the end of the grace period.

    This information will also be communicated during Essential Energy’s ASP forums scheduled in October 2019.

    What is Happening?

    As part of our commitment to improve our relationship and communications with ASPs, Essential Energy
    are holding the next round of forums. The purpose of these forums is for as ASP to come along and hear

    Essential Energy recently received the Australian Energy Regulator (AER) Final Distribution Determination for Ancillary Network Services covering the 2019-24 Regulatory Control Period (RCP). This determination regulates the pricing structure for Essential Energy to provide services to external customers.

    What does this mean for you?

    From 1 July 2019, Essential Energy will implement approved Ancillary Network Services as per the AER’s determination.

    To help you understand any changes in services and charges, we have developed supporting information and application guidelines by ASP level. These documents will be located on Essential Energy’s Document Library.

    Please note, however, that throughout the 2019-24 RCP, Essential Energy may introduce several new regulatory services in targeted areas, based on external feedback, statutory changes and to better reflect the way services are provided.

    Additionally, implementation of the AER’s determination by Essential Energy from 1 July 2019 will incur CPI and other cost increases each year until 30 June 2024. ASPs should review service and price changes when preparing quotations for future work.

    Safety Brief 855 – Porcelain Fuse Assemblies

    What is Happening?

    Essential Energy has been informed by Energy Queensland that asbestos containing materials have been found in some of the fuse carriers on their 45amp LV porcelain fuse assemblies. Initial investigations at Essential Energy show that we may have some of these fuse assemblies in our network which must be treated as containing bonded asbestos, until further testing can be done by Essential Energy.

    ISSC Safety Alert - Testing of connections to low voltage electricity networks

    What is Happening?

    The NSW Industry Safety Steering Committee (ISSC) is a body established by the Minister for Energy to identify opportunities for, and take appropriate actions to, facilitate prompt and effective resolution of safety issues relating to the electricity networks.

    The ISSC has developed a safety alert to reinforce the need for polarity and neutral integrity testing for workers performing service work on the low voltage network. This alert outlines the minimum testing procedures and specific control measures that should be undertaken.

    Reminder - Authorising your connection

    What is happening?

    Essential Energy has seen an increase in the volume of connections and connection applications that are late or missing the required documentation, particularly for smart meter new connections.
    This aligns to Section 68 of the Electricity Supply Act 1995 which states that it is an offence to connect an electrical installation to Essential Energy’s network unless authorised to do so.

    What do you need to do?

    1. As per the NSW Service and installation rules; the following paperwork is required in a timely manner by Essential Energy to authorise your connection:
