Level 3 Authorisation Agreement – Action Required before 1 July 2026

What is happening?

The Essential Energy Level 3 Accredited Service Provider (ASP) Authorisation Agreement comes into effect on 1 July 2026, this will impact your ability to undertake contestable design work on our network. Thank you to those who have already completed the Level 3 ASP Authorisation Agreement and individual authorisation process.

If you do not complete the Level 3 Authorisation Agreement and individual authorisation, note this is in addition to being registered as a 3A/3B authorised person with us, before 1 July 2026 you will no longer be authorised to complete contestable work and your system access will be removed. We encourage you to complete the sign-up process as soon as possible to avoid any disruption to current and future projects you may have.

Steps to complete for Company Authorisation:

  1. Register for Level 3 Company Authorisation and provide copies of the listed mandatory documents.
  2. Review and sign the Level 3 Authorisation Agreement at the company level CEOF2586 Level 3 Accredited Service Provider Authorisation Agreement. The “wet” signed agreement must be sent in by mail to Essential Energy, Attention David Wilson, PO Box 5730, Port Macquarie NSW 2444.
  3. Complete the Company Application Form CEOF2586.01 Level 3 ASP Application for Authorisation.
  4. Complete the Application for 30 Day Account (new ASPs only) CEOF2513.54b Application for 30 Day Account with all required details and supporting information.
  5. Provide a copy of your Accreditation Letter from the Department of Climate Change, Energy, the Environment and Water.

Steps to complete for Individual Authorisation:

  1. Complete Electrical Safety Rules training, unit of competency UETDRMP002 with a Registered Training Organisation.
  2. Complete the individual application form CEOF6921 Application for Authorisation: Contestable Work Level 3 ASP Individual Authorisation.
  3. Complete the online registration – Level 3 Individual Authorisation and upload the following:
    • Application form CEOF6921
    • Individual employee registration letter stating 3A/3B from the Department of Climate Change, Energy, the Environment and Water
    • Statement of attainment for Electrical Safety Rules Training.
  4. Complete Induction and Environmental Impact Assessment Training – You’ll receive a Network Familiarisation Pack to download and review prior to completing a brief assessment.
  5. Authorisation and System Registration – Your authorisation will be activated once you complete the above. You will receive an email with instructions to obtain your digital ID card and registered in the Essential Connections Portal (if not already), where you can lodge enquiries and track the progress of your cases.

What do you need to do?

  1. Communicate this information to relevant members of your organisation.
  2. Complete the company and induvial authorisation to maintain your ability to complete Contestable Work on the Essential Energy network.
